Yes. Only unusable paint that is completely dry may be taken to a recycling center. Let liquid paint air dry or fill can with kitty litter, sand or soil.
Plastic and metal cans should be rinsed, and cardboard boxes should be broken down.
In order to accept a mix load, you must separate the items to be disposed of.
Before dumping a hot load it must be completely out. Hot loads can and will cause fire in the landfill.
