Adoption of resolutions. A resolution does not have the force and effect of law and may be adopted at any regular or special meeting of council by majority vote of the members of council present and voting. All proposed resolutions shall be submitted to council with the agenda of the meeting at which they are to be considered, unless council shall vote by a three-fourths majority to consider a resolution presented to them in writing at the time of the meeting. Any resolution which is up for adoption may be amended. After all amendments and privileged motions, if any, are dispensed with, the question shall be the adoption of the resolution. Amendments not germane to a proposed resolution shall be considered out of order.
